DC people! You might enjoy the crime fiction of George Pelecanos. I have read all these and more. Not as good as Walter Mosley, and certainly not as literary as the DC-set short stories of Edward P. Jones (Lost in the City, 1992 and All Aunt Hagar’s Children, 2006), some of which involve crime. Pelecanos has a good eye for food and a good ear for music add reflected in his characters’ tastes in both. DC folks will love his descriptions of the locations, much like people who know Baltimore love seeing sights they know in the wire.
One caution, Pelecanos fiction if of the traditionally male investigator type, though there are usually some strong females at least along for the ride.
